Gar means «for, because» — a connective that gives reasons. Romans is sometimes read as a long string of «for»s explaining the gospel.
Gar is the «for» that gives a reason. Romans 1:16 is the thesis: «I am not ashamed of the gospel, gar (for) it is the power of God for salvation.» Verse after verse follows: «for in it the righteousness of God is revealed…»
Following the gars through Paul's arguments is reading him at his most logical. The gospel is a reasoned good news.
